Construction Coordinator IV (250002KN)Agency OverviewThe Division
of Capital Asset Management and Maintenance (DCAMM), which oversees
over $2 billion in capital programs and projects, is responsible
for capital planning, project delivery, property management, and
real estate services for the Commonwealth. We are stewards of the
Commonwealth's assets, which include 61 million square feet of
state buildings.DCAMM is a central agency in implementing several
key policy priorities of the Healey-Driscoll Administration,
including promoting decarbonization and climate resilience in all
state facilities, identifying and facilitating opportunities to
repurpose underutilized state property for housing production, and
increasing the participation of underrepresented groups in public
construction contracting and in the public construction
workforce.Position SummaryThe Construction Coordinator IV (CCIV) is
responsible for overseeing and managing all phases of Electrical
maintenance contracts and construction projects for statewide
facilities under the Office of Facilities Management and
Decarbonization. This position ensures projects comply with
technical requirements, budgets, schedules, and regulations from
initiation to final acceptance. The CCIV supervises contractors and
personnel, coordinates the completion of electrical maintenance,
repairs, upgrades, and replacements, and provides technical
expertise to project teams.General Statement of Duties and
Responsibilities
- Supervise and coordinate the activities of workers and
contractors engaged in the electrical preventive maintenance
contracts, monitoring, replacement, upgrades, and repair of
building electrical systems.
- Create and review reports to determine the need for adjustments
to the electrical preventive maintenance contract
specifications.
- Inspect building electrical systems equipment to determine the
need for cost of materials required for maintenance, repair,
upgrades or replacement of parts; note hazardous conditions; and
establish work priorities based on safety requirements and
operational needs of the facility.
- Provide technical reviews, comments, and support for all
electrical maintenance contracts.
- Maintain records and prepare reports to provide information to
superiors concerning work progress, work completed, costs, problems
encountered, equipment and materials used, and to make
recommendations concerning assigned activities.
- Review load profiling data and assist with creating new
operating schedules.
- Inspect work in progress and completed work to verify adherence
or compliance to specifications and standards.
- Write specifications for and estimate the costs of repairs,
remodeling or alterations to be completed by contract.
- Review schematic design documents for compliance with sound
engineering principles.
- Ensure designer adheres to the program and that facility needs
are met. Review and approve plans and specifications to ensure
timely completion of detailed, comprehensive construction
documents.
- Meet with all project principals, including designers, general
contractors, sub-contractors, and resident engineers to establish
project milestones, scheduling, payment, and other related
issues.
- Attend weekly project meetings. Review daily reports and
conduct site visits as required.
- Recommend and approve acceptance or determine refusal of
financial obligation for itemized payment requisitions, change
orders, extra services, and contractual modifications.
- Monitor project schedule and budget for compliance and make
modifications as required. Prepare, compile, and submit reports and
documentation related to project progress.
- Supervise various Contract Personnel per project, providing
guidance and advice to project principles.
- Coordinate use, occupancy, furnishings, and equipment. Ensure
completion of punch-list items. Participate in evaluations which
determine final acceptance of projects. Work to coordinate the
closing of project.
- Maintain accurate project records, including as builds,
warranties, guarantees, list of suppliers, and all other project
documentation.
- Provide technical training to DCAMM employees.Qualifications
Required at Hire:
- Massachusetts Master Electrician's license with 10 years
documented knowledge of commercial building electrical
Systems.
- Training and knowledge of NFPA 70, 70B, 70E, 72, 75, 77, 78, 79
and NEC Standards.
- Experience in maintenance, service and repairs for electrical
substations.
- Experience in Data Center electrical systems including UPS and
generators in operating, maintenance and repairs.
- Knowledge of electrical system installation, troubleshooting,
and commissioning.
- Knowledge of energy profiling software system reports and
making recommendations for scheduling changes.
- Knowledge of electrical monitoring systems.
- Knowledge of emergency generators, load banks, and fuel
systems.
- Ability to supervise, including planning and assigning work
schedules to the nature of the job to be accomplished and the
capabilities of contractors.
- Ability to communicate effectively orally; ability to exercise
sound judgment.Preferred Qualifications:
- 15 years electrical experience in facilities management.
- Excellent customer relations skills.
- Knowledge of Data Centers.First consideration will be given to

must have (A) at least ten (10) years of full-time or equivalent
part-time experience in trades, construction, construction
management, inspection and/or alteration of building construction
projects, of which (B) at least three (3) years must have been in a
supervisory or leadership capacity; or (C) any equivalent
combination of the required experience and the substitutions
below.Incumbents are required to have a current and valid Motor
Vehicle Driver's License at a Class level specific to
