residents.Description:MassDEP seeks applicants for the position of
Environmental Analyst IV (EA IV) within the Bureau of Water
Resources (BWR). Under the direction of the NPDES Program Manager
or his/her designee, the EA IV coordinates stormwater-related
activities within MassDEP's Surface Water Discharge/NPDES Program.
This work will include permit review and comment, outreach, and
technical assistance. This position will be based in MassDEP's
Boston Office at 100 Cambridge Street, Suite 900, Boston, MA
02114.Specific duties for this position include, but are not
limited to, the following:
- Serve as the MassDEP point of contact for the Municipal
Separate Storm Sewer System (MS4) General Permit, the Residual
Designation General Permit, the Transportation Separate Storm Sewer
System (TS4) General Permit, the Construction General Permit (CGP),
the Multi-Sector General Permit (MSGP), individual stormwater
permits issued to municipalities, and other state and federal
stormwater permits, as appropriate.
- Review NPDES permit documents and write comments; develop draft
permits, water quality certifications, fact sheets, and
authorizations (as appropriate) for the abovementioned permits;
coordinate permit reviews with in-house staff and US EPA, conduct
meetings; and conduct other tasks related to issuing draft and
final state NPDES permits.
- Review Stormwater Pollution Prevention Plans for construction
sites covered under CGP and new industrial facilities covered under
MSGP discharging to Outstanding Resource Waters and issue
authorizations for permittees.
- Review and track MS4 annual reports and provide tailored
technical and regulatory assistance to individual municipal
officials and other regulated entities to ensure high rates of
compliance with the MS4 permit.
- Conduct outreach to municipalities and other stakeholders on
the MS4 permit. Coordinate with US EPA on MS4 outreach and
technical assistance.
- Coordinate with MassDEP's Wetlands Program where Surface Water
Discharge Program's duties intersect with MassDEP's Wetlands
Program's Stormwater Handbook, Wetlands Regulations and Water
Quality Certification Regulations, including the rollout of the
revised regulations and Handbook.
- Coordinate closely with implementation of Residual Designation
permits in Massachusetts, assist EPA in identifying entities that
require coverage under the permit, provide technical assistance to
RD permittees, and create a forum for RD permittees to exchange
information and pool resources for permit compliance.
- Represent MassDEP and participate in regional stormwater work
groups (e.g., stormwater coalitions) and maintain relationships
with partner agencies and organizations on stormwater management
projects.
- Provide technical and regulatory assistance to municipal
officials and other regulated entities.
- Develop materials and conduct training on stormwater permits
and other topics.
- Prepare internal briefing documents on stormwater permits and
associated topics.
- Communicate with outside parties including US EPA, municipal
officials, the regulated community, consultants, other state and
federal agencies, watershed associations, and the general public
through written, oral, and electronic means.
- Organize and conduct meetings, site visits, and hearings with
internal personnel, other state agencies, US EPA, the regulated
community, and the general public.
- Administer the MS4 Municipal Assistance Grant Program and
assist on grant review committees.
- Coordinate internally with the MassDEP Wetlands Program on
updates to the Stormwater Handbook and Wetlands Protection Act
regulations to ensure projects meet state stormwater
standards.
- Other duties may include assistance with the Sewage
Notification regulations at 314 CMR 16.00 and increased efforts
towards PFAS reduction.Preferred Qualifications:
- Knowledge of water quality issues in Massachusetts, especially
stormwater.
- Working knowledge of the Federal Clean Water Act, the National
Pollution Discharge Elimination System, and MS4 permit
implementation in Massachusetts.
- Experience/working knowledge of MS Word, Excel, Access, and
PowerPoint.
- Experience working with local government on the implementation
of environmental rules and/or regulations.
- Experience conducting outreach and/or technical assistance
programs to the public and/or private sector.
- Knowledge of the principles of hydrology, including hydrologic
cycle, groundwater flow, flood, and flood control and runoff
storage.
- Knowledge of structural and nonstructural stormwater best
management practices (BMPs) and low impact development.
- Ability to communicate technical information to the general
public in a clear and concise manner.
- Ability to analyze environmental data and information to draw
conclusions and make appropriate recommendations.
- Ability to understand, apply, and explain the laws, rules,
regulations, policies, procedures, specifications, and guidelines
governing program activities.
- Ability to prepare technical and general reports.
- Ability to maintain accurate records.
- Ability to write and communicate orally in a clear and concise
manner, and to develop ideas in a logical sequence.
- Ability to assemble items of information according to
established procedures.
- Ability to establish and maintain harmonious working
relationships with others and to deal tactfully with others.
- Ability to work independently.
- Ability to adapt to varying work situations.Licenses
Required:Possession of a current and valid Massachusetts Class D
Motor Vehicle Operator's License or its equivalent.First
consideration will be given to those applicants that apply within
the first 14 days.MINIMUM ENTRANCE REQUIREMENTS:Applicants must
have at least (A) five years of full-time, or equivalent part-time,
technical or professional experience in the field of environmental
science, biology, chemistry, earth science, environmental health,
meteorology, natural science, toxicology or public health, of which
(B) at least three years must have been in a professional capacity,
and of which (C) at least one year must have been in a supervisory,
managerial or administrative capacity, or (D) any equivalent
combination of the required experience and the following
substitutions.Substitutions:I. An Associate's degree with a major
in the field of environmental science, biology, chemistry, earth
science, environmental health, meteorology, natural science,
toxicology or public health may be substituted for a maximum of one
year of the required (A) experience.*II. A Bachelor's degree with a
major in the field of environmental science, biology, chemistry,
earth science, environmental health, meteorology, natural science,
toxicology or public health may be substituted for a maximum of one
year of the required (A) experience.*III. A Graduate degree with a
major in environmental science, biology, chemistry, earth science,
environmental health, meteorology, natural science, toxicology or
public health may be substituted for a maximum of three years of
the required (A) experience and one year of the required (B)
experience.**Education toward such a degree will be prorated on the
basis of the proportion of the requirements actually
completed.NOTE: Educational substitutions will only be permitted
for a maximum of one year of the required (B) experience. No
substitutions will be permitted for the required (C)
