Programmatic Division Support (250002ZJ)The Massachusetts
Department of Public Health (DPH) Bureau of Substance Addiction
(BSAS) is seeking dynamic applicants to fill the role of
Programmatic Division Support. This position will coordinate and
monitor assigned program activities for their assigned division;
review and analyze data concerning programs being implemented by
their assigned division; provide technical assistance and advice to
assigned division personnel and others; respond to inquiries; and
maintain liaison with various agencies as directed.Duties and
Responsibilities (these duties are a general summary and are not
all inclusive):
- Provides support to their assigned division on all aspects of
administrative programmatic tasks related to their assigned
division programs, including contract monitoring and coordination
of unit meetings.
- Responds to inquiries from division leadership and others in
order to provide information concerning programs being implemented
by their assigned division.
- Assists BSAS Operations Manager in preparing and responding to
Public Records Requests in coordination with BSAS' legal and
compliance teams.
- Provides technical assistance and advice to assigned division
personnel and others concerning assigned programs in order to
exchange information, resolve problems and to ensure compliance
with established policies, procedures and standards.
- Coordinates and monitors assigned program activities in order
to ensure effective operations and compliance with established
standards.
- Attends meetings and conferences; maintains records; and
prepares reports.
- Works cross-functionally with other divisions and offices to
build relationships and support special projects.
- Supports development, implementation, and tracking progress of
division work plans.
- Works with BSAS communications manager to provide programmatic
content for press releases, program flyers, division newsletters,
and other marketing materials for distribution.
- Collaborates with the BSAS procurement coordinator to
coordinate the process for division procurements which includes
assisting and overseeing the preparation, distribution, and
advertisement of bids for RFRs, RFQs, etc. as assigned by division
leadership.
- Prepares materials such as correspondence, reports and
memoranda.
- Plans and coordinates events with both internal and external
partners as assigned.Required Qualifications:
- Capability to understand, explain, and apply the laws, rules,
regulations, policies, procedures, etc. governing assigned unit
activities.
- Capable to prepare and use charts, graphs, and tables and to
prepare general reports.
- Able to write concisely to express thoughts clearly, and to
develop ideas in logical sequence.
- Capacity to exercise discretion in handling confidential
information.
- Capability to adjust to varying or changing situations to meet
emergency or changing program requirements.
- Skilled in working independently and collaboratively with
diverse groups.Preferred Qualifications:
- Aware of the state and federal laws, rules, and regulations
governing addiction treatment and of the policies, standards, and
guidelines that are best practice for prevention, intervention,
treatment, recovery, and harm reduction services.
- Understanding of the organizational structure of the Bureau of
Substance Addiction Services, the Department of Public Health, and
of other EOHHS agencies and MassHealth offices relevant to the
assigned BSAS division.
- Understanding of the law, rules, policies and procedures
governing federal grant administration, including but not limited
to the Substance Abuse Prevention and Treatment block grant.
- Aware of state accounting and budgetary procedures, including
procedures involving ISAs and trust accounts.About the Bureau of

(A) two years of full-time, or equivalent part-time, professional,
administrative or managerial experience in business administration,

equivalent combination of the required experience and the
substitutions below.Substitutions:I. A Bachelor's or higher degree
with a major in business administration, business management or
public administration may be substituted for the required
experience.II. A Bachelor's or higher degree with a major other
than in business administration, business management or public
administration may be substituted for a maximum of one year of the
required experience.*Education toward such a degree will be
prorated on the basis of the proportion of the requirements
actually completed.Salary placement is determined by a combination
of factors, including the candidate's years of directly related
experience and education, and alignment with our internal
compensation structure as set forth by the Human Resources
Division's Hiring Guidelines. For all bargaining unit positions
(non-management), compensation is subject to the salary provisions
outlined in the applicable collective bargaining agreement and will
