Data and Research Manager (250002ZV)EOHLC is seeking a Data and
Research Manager in the Executive Office!AGENCY MISSION:The
Executive Office of Housing and Livable Communities (EOHLC) is
charged with creating more homes in Massachusetts and lowering
housing costs for residents.Formerly known as the Department of
Housing and Community Development (DHCD), EOHLC works with
municipalities, local housing authorities, non-profit
organizations, and development partners to provide affordable
housing options, financial assistance, and other support to
Massachusetts communities.Overview of Role (not all-inclusive)The
Data and Research Manager works across all divisions of EOHLC to
enable data-driven policymaking, support effective program
implementation, and facilitate informed public engagement and
deliberation about housing issues. This work entails development of
modern data systems and practices within EOHLC; improving external
access to insightful EOHLC datasets; and creating new information
resources and insights through data collection, standardization,
and research. This is an ideal position for someone with strong
technical skills, ability to juggle multiple priorities.Duties and
Responsibilities (not all-inclusive)
- Data systems, practices, and culture: Help build sustainable,
transparent, and efficient data systems at EOHLC. Work across the
agency to help replace outdated software applications with modern
systems and data governance practices. Participate in teams of
analysts, program staff, IT, and contractors tasked with building
new data warehouses, pipelines, documentation, and data products.
Gather input from colleagues and coordinate with technical staff to
ensure that application discovery and implementation are meeting
programmatic and policy needs. Foster a stronger data culture and
create communication channels for staff across EOHLC to share best
practices, insight, and accomplishments.
- Data analysis, research, and strategic initiatives: Conduct
quantitative analysis of available datasets to inform planning,
policy implementation, and communication efforts. Respond to
on-demand data requests from EOHLC leadership and colleagues.
Support the acquisition or development of new datasets and data
resources on topics of concern and integrate these datasets into
the agency's infrastructure. Provide oversight of consultants and
interns conducting data collection, cleaning, or transformation.
Conduct literature research on topics of interest to EOHLC
Leadership and draft memos or research briefs that provide insight
relevant to program implementation and policy design.
- Data visualization and dashboard management: Build, maintain,
and improve dynamic data visualizations in Tableau. Create
multifaceted, public-facing data dashboards on a wide variety of
topics relevant to the Statewide Housing Plan Needs Assessment and
Strategies. Maintain, improve, and streamline the Secretariat-wide
dashboard on program outputs/outcomes through engagement with
program staff and development of scripted ETL processes, data
visualization in Tableau, and user research to identify high- and
low-priority KPIs to be included on the dashboard. This work
entails taking unwieldy datasets, identifying, transforming, and/or
creating key metrics, then visualizing that data in a meaningful
way.Work is performed in a fast-paced environment with competing
and shifting priorities; ability to recognize which tasks to
prioritize is key as is ability to pivot tasks as new priorities
arise. Developing "right-sized" tools and strategies that can scale
depending on available resources and future needs.Preferred
Qualifications
- Proficiency in one or more of the following: Python, R,
SQL
- Experience with data management, transformation, ETL
automation, and analysis.
- Demonstrated experience building dynamic visualizations in
Tableau using large datasets and/or multiple data sources.
- Experience working in the public sector or with public sector
partners focused on policy issues.
- Familiarity with the key housing issues facing Massachusetts,
as outlined in EOHLC's statewide housing plan A Home for
Everyone.
- Formal training in statistics or strong statistical
background.
- Knowledge of basic Tableau Server administrative tasks to
manage publishing and access privileges.
- Ability to work effectively independently with little
supervision and collaboratively in a team setting.
- Ability to provide guidance to diverse groups of colleagues and
elicit support and cooperation.
- Excellent written and oral communication skills. Demonstrated
ability to translate technical results into findings that are
relevant to public policy issues. Ability to determine the
applicability of data, draw conclusions, deliver comprehensible
findings to a non-technical audience, and make appropriate
recommendations to senior EOHLC staff.COMMENTS:Please upload resume

work from home days, as needed.Salary placement is determined by
years of experience and education directly related to the position
and the Human Resources Division's Recruiting Guidelines. In the

professional internship, administrative, supervisory, or managerial
experience in business administration, business management, public
administration, public management, clinical administration or
clinical management or (B) any equivalent combination of the
required experience and substitutions below.Substitutions:
- A certificate in a relevant or related field may be substituted
for one (1) year of the required experience.
- A Bachelor's degree in a related field may be substituted for
two (2) years of the required experience.
- A Graduate degree in a related field may be substituted for
three (3) years of the required experience.
- A Doctorate degree in a related field may be substituted for
