Community Birth and Doula Integration Support Specialist
(2500038E)The Division of Pregnancy, Infancy and Early Childhood
(DPIE) under the Massachusetts Department of Public Health (DPH) is
seeking a dynamic Community Birth and Doula Integration Support
Specialist to play an essential role in advancing maternal health
equity by supporting the growth and integration of the doula
workforce across the Commonwealth. This is a unique opportunity to
shape innovative, community-driven initiatives that uplift birthing
people and families. With a focus on project coordination,
certification support, and workforce development, you will bridge
policy and practice, supporting doulas through training access,
partnership building, and strategic planning efforts that promote
sustainability, cultural responsiveness, and systemic change.You
will collaborate closely with diverse stakeholders, including
community-based organizations, training programs, and public health
partners, to strengthen and diversify the doula workforce. From
overseeing certification processes to co-leading strategic
integration in healthcare and community settings, you will
contribute meaningfully to shaping maternal and child health
outcomes. This role is ideal for someone passionate about
reproductive justice, systems change, and working at the
intersection of public health and community empowerment.Duties and
ResponsibilitiesThese duties are a general summary and not all
inclusive:
- Coordinate and support the planning and facilitation of the
Doula Partner Advisory Group, including agenda development, member
engagement, meeting logistics, and follow-up on action items.
- Cultivate and maintain partnerships with community
stakeholders, institutions, and training programs to enhance
diversity and inclusion across the doula workforce.
- Assess ongoing workforce development needs and identify
opportunities for continued education, training, and professional
support for doulas.
- Oversee and monitor contracts and procurements related to doula
training and workforce development, ensuring deliverables align
with program goals.
- Support sustainability strategies for doulas, including burnout
prevention and best practice integration in collaboration with
internal and external partners.
- Manage and maintain public-facing educational resources,
including coordinating updates to the program website to ensure
accurate and accessible information.
- Administer the doula certification and recertification process,
including application intake, status updates, data entry, and
resolution of complaints or escalations.
- Serve as a liaison to prospective and certified doulas,
providing clear communication and guidance regarding program
guidelines, certification requirements, and public inquiries.
- Contribute to initiatives supporting the integration of doulas
in hospital, birth center, community health center, and homebirth
settings, including participation in relevant task forces and
workgroups.
- Develop reports, memos, and recommendations based on emerging
trends and data related to doula certification, workforce
development, and maternal health needs.Required Qualifications
- Demonstrated knowledge of human services planning, including an
understanding of social, economic, technological, and ecological
factors and trends affecting service delivery.
- Proficiency in statistical methods and terminology, including
the ability to calculate and interpret means, medians, modes, and
standard deviations, and to prepare related charts, graphs, and
tables.
- Strong analytical skills with the ability to assess data for
relevance, draw informed conclusions, and make sound, actionable
recommendations.
- Ability to comprehend, interpret, and apply relevant laws,
regulations, policies, and procedures to program activities and
decision-making.
- Skilled in gathering, organizing, and compiling information
through document review and interpersonal communication, following
established formats and procedures.
- Effective written and verbal communication skills, including
the ability to write clear and concise reports, give accurate
instructions, and present ideas logically.
- Proven ability to build and maintain positive relationships
with colleagues, stakeholders, and individuals from diverse
cultural and economic backgrounds.
- Highly organized and detail-oriented with the ability to work
independently, manage confidential information with discretion, and
exercise sound judgment under minimal supervision.Preferred
Qualifications
- Understanding of the role and scope of practice of Doulas and
midwives.
- Knowledge of the current maternal health landscape in
Massachusetts.
- Ability to manage projects and ensure deliverables are
met.

at least (A) three years of full-time, or equivalent part-time,
professional or paraprofessional experience in social work, social
casework, health care administration, public health program
administration, hospital administration, or in program
administration or program management, and (B) of which at least one
year must have been in a professional capacity, or (C) any
equivalent combination of the required experience and the
substitutions below.Substitutions:
- A Bachelor's degree with a major in social work, health care
administration, hospital administration, public health or health
services administration may be substituted for a maximum of two
years of the required (A) experience.
- A Graduate degree with a major in social work, health care
administration, hospital administration, public health or health
services administration may be substituted for the required
experience.*Education toward such a degree will be prorated on the
basis of the proportion of the requirements actually
completed.Special Requirements: Based on assignment, possession of
a current and valid Massachusetts Motor Vehicle Operator's
License.Salary placement is determined by a combination of factors,
including the candidate's years of directly related experience and
education, and alignment with our internal compensation structure
as set forth by the Human Resources Division's Hiring Guidelines.

subject to the salary provisions outlined in the applicable
collective bargaining agreement and will apply to placement within
