Position Title: Senior Health and Policy Advisor, Infectious
DiseasesReports to: Chief Medical OfficerLocation: Remotely within
the U.S. or at a PIH care delivery site; 25% domestic and
international travelPosition Type: Regular, Full-Time, Exempt, 40
hours/weekPosition Overview:The Senior Health and Policy Advisor,
Infectious Diseases (SHPA ID) provides technical advice and
clinical implementation support to Partners In Health (PIH) care
delivery sites and partner institutions in the areas of endemic and
epidemic infectious diseases such as tuberculosis (TB), HIV,
COVID-19, and nosocomial outbreaks in facilities. The SHPA ID works
with an interdisciplinary and international team to ensure that
health systems are equipped with the best tools and treatments to
address the burden of infectious disease and that comprehensive
approaches for prevention, treatment, and case detection are in
place. This will be done in collaboration with site-based clinical
teams and cross-site clinical and academic strategy and systems and
operations teams and with international authorities.Roles and
Responsibilities:
- Leadership, implementation support and guidance (50%):
- Support in-country clinical and program teams to facilitate the
development and execution of strategic work plans around
prevention, case detection, and treatment of infectious diseases,
with priority attention on TB, a strategic priority focal area for
PIH.
- Advise PIH clinical leadership and executive and clinical
leadership of in-country teams around outbreak surveillance,
outbreak response, and long-term pandemic preparedness.
- Work in direct partnership with PIH clinical leadership and the
PIH TB program, policy and advocacy teams as part of the Theory of
Change Branch and participate in major decisions and initiatives
around TB.
- Provide guidance on key areas and opportunities for innovation
in TB and broader infectious diseases at our sites.
- Supervise, advise, and mentor U.S. Coordination Site teams
working on TB, lab systems, and outbreak response and pandemic
preparedness.
- Expert technical analysis (20%):
- Lead technical analyses of health status indicators and
demographic data; identify high-risk groups within catchment
populations; support sites in identifying gaps in responding to
infectious diseases through epidemic surveillance.
- Develop reports or briefs on relevant information; make
recommendations for action.
- Advise and support implementation of the development of short-
and long-term plans to deliver high-quality clinical services that
incorporate up-to-date technology and science related to infectious
disease prevention and outbreak response.
- Advise on the development of research protocols about
infectious disease outbreaks and assist in obtaining institutional
review board approvals, as needed.
- Analyze and interpret health and program data; assisting sites
in understanding the state of health and services in nosocomial
outbreaks at health centers and hospitals.
- Provide input and technical guidance on project proposals,
requests for funding, interim and final project reports, annual
assessments of program impact, scientific and policy papers, and
other documents.
- Partnerships, training and professional development (15%):
- Keep abreast of the current literature and familiarity with
regional and country trends, programs, initiatives, and
projects.
- Synthesize information and make recommendations to PIH senior
leaders regarding infectious diseases at sites.
- Accompany clinical leaders in developing their clinical,
managerial, and programmatic capacity as leaders and managers
across PIH sites.
- Leverage external resources and seek out partnerships to
stimulate informed and effective clinical, programmatic, and policy
decisions.
- Participate in interagency working groups and professional
meetings as appropriate.
- Collaborate with colleagues across Harvard Medical School, the
Brigham and Women's Hospital, and the University of Global Health
Equity through the Global Health Delivery Partnership to push
forward specific initiatives related to research and training.
- Develop and maintain effective working relationships and
collaborate (15%):
- PIH Resource Generation branch
- PIH Impact and Planning team
- PIH programmatic teams within the Theory of Change branch
- PIH Strategic Information System team
- PIH Board members
- Ministries of health and government partners
- External implementing, advocacy, and policy coalition

- Donors, when requested, including U.S. government, foundations,
and private donorsQualifications:
- MD or PhD required; Master's Degree in public health or a
related discipline preferred.
- Minimum ten years' work experience in international health
programs with at least five to eight years' experience in an
international or resource-challenged setting within the regions
served by PIH.
- Demonstrated knowledge and experience in clinical focus
area.
- Extensive knowledge of public health principles, concepts,
methods, and techniques.
- Experience working closely with high-level government
officials, implementing partners, international donors, and other
counterparts.
- Evidence of excellent interpersonal, facilitation, and team
building skills.
- Ability to analyze, interpret, and disseminate data.
- Excellent writing, verbal communication, and presentation
skills.
- Language skills relevant to PIH regions desirable.
- Ability to travel internationally.Organizational

Benefits:The expected starting salary range for new hires in this
position is between $130,000-140,000/year and may vary depending on
multiple individualized factors, including market for the position,
job-related knowledge, skills, and experience. The position belongs
to a class of roles that have a salary range between $92,000 and
$153,000/year. Subject to the terms and conditions of the
applicable plans then in effect, eligible employees may enroll in a
401(k) plan with employer match, as well as participate in
organization-sponsored medical, dental, vision, short-term and
long-term disability insurance, and basic life insurance plans for
the employee and the employee's eligible dependents. Full-time
employees will receive 15 days of vacation, 12 sick days, 3
personal days, and 3 volunteer days in addition to paid time off
during the week between Christmas and New Year's Day, the week of
July 4th, and 11 additional holidays annually.
