An Official website of the Commonwealth of MassachusettsJob DescriptionDescriptionThe Portfolio Director for the Department of Mental Health (DMH) plays an essential role in leading and overseeing the management of a portfolio of technology projects that support the department's critical services across the Commonwealth. This position involves guiding the planning, design, and implementation of initiatives that integrate technology to enhance the delivery of mental health services. As a key partner to the Assistant Commissioner for Data and Analytics, the Director will collaborate with stakeholders at all levels of the organization to prioritize and manage projects that strengthen DMH's data infrastructure and operational systems. This leadership role demands a focus on health equity, ensuring that technology solutions are developed and implemented to meet the diverse needs of communities served by DMH.In this dynamic and impactful role, you will have the opportunity to shape the future of data and analytics at DMH by creating a structured approach to portfolio management.   • Lead the development, oversight, and management of a portfolio of technology projects that support the business operations and service delivery of the Massachusetts Department of Mental Health (DMH).
  • Establish and maintain strong working relationships with internal and external stakeholders to align project initiatives with strategic priorities and ensure effective implementation.
  • Oversee the creation of project plans, budgets, and resource allocations, ensuring efficient execution within timelines and financial constraints.
  • Provide leadership and direction to project teams, vendors, contractors, and internal staff, ensuring collaboration and adherence to organizational goals.
  • Implement robust project management frameworks and monitor project progress, assess risks, and implement risk mitigation strategies to ensure successful outcomes and alignment with department objectives.
  • Manage and enforce policies and processes for project management, including the development and execution of internal rules, procedures, and frameworks.
  • Direct the integration of new technologies into existing operational systems, ensuring seamless functionality and performance across all initiatives.
  • Oversee contract negotiations with IT vendors, contractors, and service providers, ensuring contractual obligations are met and aligned with department needs.
  • Develop and track key performance indicators (KPIs) to assess project success and guide decision-making processes.
  • Champion the application of equity principles in all projects, fostering a culture of inclusion and respect while ensuring technology solutions meet the diverse needs of service users.Preferred qualifications:
  • Extensive experience in managing large-scale technology portfolios and overseeing complex project implementations.
  • Expertise in utilizing project management tools, such as Jira, to track progress and develop reports, dashboards, and analytics.
  • Proven ability to lead data governance initiatives and facilitate data governance groups within complex organizations.
  • Strong experience in developing and implementing comprehensive frameworks for portfolio management, including risk management, resource capacity, and communication strategies.
  • Ability to translate complex technical information to both senior management and external stakeholders, ensuring alignment with strategic goals.
  • Exceptional leadership skills with a demonstrated ability to manage multiple priorities and lead diverse teams through organizational changes.
  • In-depth knowledge of data governance principles and their application in the context of state or government agencies.
  • Proven success in fostering a culture of diversity, equity, and inclusion within project teams and organizational initiatives.
  • Experience in managing cross-functional teams, including internal departments, vendors, contractors, and external partners.
  • Strong communication and interpersonal skills, with the ability to influence decision-making and gain buy-in from stakeholders at all levels of the organization.DMH Mission Statement:The Department of Mental Health assures and provides access to services and supports to meet the mental health needs of individuals of all ages, enabling them to live, work and participate in their communities. The Department sets policy, promotes self-determination, protects human rights, and supports mental health training and research.QualificationsMINIMUM ENTRANCE REQUIREMENTS:Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.Substitutions:I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines.
