November 30, 2025. The role is expected to move to full-time in
December 2025.MUST be based in Massachusetts or New Jersey!

planners, governmental agencies, transportation agencies, and
architecture & engineering firms to help them implement policies
and programs that create community impact in an equitable way.We
are seeking an experienced and highly motivated fractional Managing
Director to join our growing professional services firm. This role
is crucial for ensuring operational excellence as we grow and
onboard new clients. The ideal candidate has experience working in
a professional services firm or public sector, management
experience, and a background in developing new operational systems
related to human resources, client billing, and client
experience.Responsibilities:
- Oversee Human Resources & Payroll
- Review budgeted hours and develop hourly employees' monthly
schedules
- Review hourly employee hours and process bi-monthly payroll;
manage employee benefits package.
- Ensure all employees receive mandatory annual training and
manage Professional Development training, memberships, events, and
budget.
- Analyze employee billable hours to generate monthly reports
that compare hours billed with hours worked.
- Manage Client Billing & Operations
- Conduct monthly reviews of billable hours and submit all client
invoices in a timely manner.
- Ability to review, sign off, and submit business development
proposals.
- Collaborate with CFO to ensure all invoices are added to booked
revenue and AR Aging reports are accurate.
- Develop client onboarding process to streamline efficient
client process that enhances the client experience.
- Ensure all invoices, reports, and client documents are
streamlined on templated company documents.
- Join client meetings and build rapport with Project Managers,
AP and Ops teams as needed.
- Establish company policies and legal guidelines
- Develop and implement updated company employee policies and
employee handbook
- Manage state-to-state compliance for employment law, company
certifications, and insurance requirements.
- Oversee general & admin budget line items.Qualifications:
- Proven Experience: 5+ years of experience in an operations
leadership role, with a strong focus on client services & delivery,
business operations and project management.
- Industry Expertise: Understanding of Transportation, Urban
Planning, or A&E industries is a plus.
- Technical Skills: Experience managing payroll, hourly
associates or employees, and project management for strong client
outcomes.
- Analytical Skills: Strong analytical and problem-solving skills
and ability to manage fortune 500 clients.
- Communication & Collaboration: Excellent communication and
interpersonal skills, with the ability to work effectively with
internal and external stakeholders
- Education: MA/M.Sc in Urban Planning, Business, or related
fieldPay/ Benefits:
- Eight (8) month contract.
- $85-115/ hour (estimated 10-20 hours/ weeks)
- $400 monthly health/self-care reimbursement.
- Opportunity for FT after the contract ends.
