OverviewThe Division of Capital Asset Management and Maintenance
(DCAMM), which oversees over $2 billion in capital programs and
projects, is responsible for capital planning, project delivery,
property management, and real estate services for the Commonwealth.

construction workforce.General Statement of Duties and
ResponsibilitiesThe Accountant V - Contracts and Procurement will
manage all tasks related to executing contracts and advise other
members of the contract team in the absence of the manager. The
incumbent will need the ability to multitask and deal with both
vendors and agency staff. This role often must meet deadlines and
resolve ad-hoc situations. This position should have knowledge of
procurement laws for Massachusetts, basic accounting skills, and
general knowledge of contracts. The incumbent must be able to use
software and technology to the fullest, given the large amount of
data and files they must coordinate. Experience working in MMARS,
the State's financial system is ideal. This position will also
provide backup support to the Procurement team as needed to ensure
a timely response to requests within the agency.Duties for the
Accountant V - Contracts and Procurement include:
- Processes encumbrances/commitments in the Contract Specialist
step in Trimble Connect (formerly eBuilder) for all projects and
funding sources, with a focus on maintenance, mechanical,
utilities, and fire alarm projects. Monitors multi-year, master
maintenance contracts.
- Processes fixed asset transactions in MMARS for all state
buildings and land improvements consistent with Office of the
Comptroller requirements. Manages close out process for the fixed
assets in MMARS. Monitoring fixed asset reports to ensure MMARS
information is accurate and updated.
- Generates reports as requested for various finance
transactions, including GAAP and project information as needed.
Completes fixed assets reports required by the Office of the
Comptroller.
- Coordinates assigned contract administration activities for all
contracts and related contract documents, to ensure proper
compliance with Massachusetts General Laws, rules and regulations.
The incumbent also prepares contract documents, performs data
entry, obtains approval signatures, and tracks contracts through
completion, working primarily in Trimble Connect and in the
Massachusetts Management Accounting Reporting System (MMARS).
Additionally, the incumbent oversees and assists with contract
encumbrance processing and review, analysis and reconciliations,
reviews Agency policy and procedures, and internal controls. This
position provides technical financial advice to Agency staff and
contractors, and assists the unit with monitoring project budgets,
funding, related financial transactions and reconciliations.
- Provides back-up support for the Procurement Unit as needed.
Utilizes Operational Service Division state contracts and
submits/retrieves bid information in CommBuys.Preferred
Qualifications:
- Experience with contract creation and execution.
- MMARS experience, ideally with encumbrance creation and
modification, creating and updating contracts, and object code
classifications.
- Knowledge of State Procurement Laws, Inter-agency Service
Agreements (ISA), and State Comptroller requirements.
- Ability to successfully work in a hybrid environment and
comfortability with changing technology.
- State fixed asset management.
- Demonstrated communication skills.
- Utilized OSD Contracts and CommBuys for procurement of goods
and services.
- Proven ability to work both as an effective individual
contributor and as a team member.First consideration will be given

of full-time, or equivalent part-time, professional experience in
accounting or auditing, of which at least (B) three years must have
been in a supervisory, administrative or managerial capacity or (C)
any equivalent combination of the required experience and
substitutions below.Substitutions:I. An Associate's degree with a
major in accounting, business administration or business management
may be substituted for a maximum of one year of the required (A)
experience.II. A Bachelor's degree with a major in accounting,
business administration or business management may be substituted
for a maximum of two years of the required (A) experience.III. A
Graduate degree with a major in accounting, business administration
or business management may be substituted for a maximum of two
years of the required (A) experience and one year of the required
(B) experience.*Education toward such a degree will be prorated on
the basis of the proportion of the requirements actually
completed.NOTE: Educational substitutions will only be permitted
